Joji Mizusaki is the second mate of Cobalt Marine. He's Yoko Katori.

He used to be the watchman on board the Oriental as a supplementary sailor who was not registered as a sailor. He left the watchtower at Takamori's orders and unintentionally created the cause of the accident.
Furthermore, because of his job as a sailor and his love for the sea, he was caught up in the fear that "If the truth is revealed, I will not be able to be a sailor." He kept my mouth shut as Takamori and the others told me.
Although he was tormented by a great sense of guilt, he was the decisive cause of the accident when he left the observation deck, so he could be said to be the third culprit in the Oriental ship accident. If Yoko knew about it, she would have targeted him as well.
He learns of Yoko's identity in the process of solving the mystery to Jason (omitted below) and confesses her truth to her and apologizes. He also cooperated with their play, but he was not told that the culprit was Yoko, so when he found out about it, his surprise was extraordinary.
After the incident, he announced the truth to the public and proposed to Yoko through Hajime (because he may have been detained by the investigative authorities in this case and could not go to see him in person). He keeps waiting for her return.
Not only is he engaged to her, but he reveals her secret that he kept hidden until he becomes a coward of him, so it can be seen that he cares about her more than anything else. If he is allowed to stay on board, it's possible that he could continue to be a proper navigator.
